@article{oai:shijonawate-gakuen.repo.nii.ac.jp:00000299, author = {Sakakibara, Kazuko and 榊原, 和子}, journal = {四條畷学園短期大学紀要, Annual reports of Shijonawate Gakuen Junior College}, month = {}, note = {21世紀に入った日本は、少子・高齢化という2つの問題を同時に抱え、国民的課題として個々人が様々な負担を強いられている。我々の最大の関心事である健康についても、老後の生活や健康に直接的に関係している厚生年金や健康保険などの見直しが進み、平成12年に導入された介護保険も2005(平成17)年から見直され、2006年度(18年度)から実施されることになった。特記することとして、新予防給付及び新たなサービス体系の確立などが挙げられ、「医療と介護の連携」を強化した内容になっている。人間がこの世に生を受け健康を享受し、心身ともに豊かな生活をおくり死に至るまでのあいだに保健・医療及び福祉は欠くべからざるものであり、一人の人間の一生の過程で常に何らかの関わりを持っている。"ケア"という言葉を共有する"看護"と"介護"の立場で、それぞれが「健康的で尊厳ある生活」を質・量共に保障し、連携を深めながら役割と責任を果たす意義を確認する。また、2006(平成18)年7月に取りまとめられた厚生労働省社会援護局福祉基盤課による「これからの介護を支える人材について-新しい介護福祉士の養成と生涯を通じた能力開発に向けて-」検討委員会報告があり、介護福祉士をめぐる状況の変化や魅力と働きがいのある職場づくりについて今後の方向性と課題が提示されていることなどを含め、「医療と介護の連携」について考察する。, Japan in the 21^ century faces the two problems of declining birth rate and aging population, which have simultaneously become national issues burdening individuals in various ways. With regard to the field of health care which is of major interest, a review of welfare pensions and health insurance which have direct bearing on the health and lifestyles of the elderly, has been underway, resulting in a review in 2005 of the nursing-care insurance in place since 2000, with improvements implemented in 2006. Particular attention was focused on the establishment of new preventive benefits and new services, strengthening the "partnership between health and nursing care." Every human being is entitled to the enjoyment of health which physically and mentally enriches the life until death, and as such, access to health care and welfare which must not be denied is a part of every person's life. From the perspective of "nursing" which implies "care," "healthy and dignified lifestyles" must be quantitatively and qualitatively assured, and the "partnership between health and nursing care" must be strengthened in such a way that roles and responsibilities of each part can be fulfilled.
